CCTV Policy  for Wainuiomata Rural Areas:

Statement of intent:
At the 2013 AGM of the Wainuiomata Rural Residents Association members raised concerns at the increase of boy racer activity, the number of vehicles which had been dumped or burnt out and unexplained stock loses.
As a result of a majority vote it was decision of the Association to install a camera to record vehicular activity and registration plates on roads comprising of the Wainuiomata Rural Area.
This plan sets out the Security Plan that will govern the Committee’s use of a CCTV camera to be used on either the Coast Road or Moore’s Valley Road Wainuiomata

Purpose of system:
To enhance the safety of property owners in the Wainuiomata Rural area. To record vehicular activity with full images of vehicles and registration plates on roads comprising of the Wainuiomata Rural Area.

The existing problem:
The members of the Association are concerned that cars used for drag racing around the tip and other sites are burned (causing a hazard to other users of the road as well as property owners), that petrol is spilt on the road (potentially causing a hazard for other drivers) and are afterwards abandoned.
Our members also are concerned at property and stock theft.

Expected Outcome:
As Moores Valley and Coast Road both have a single entry point, the Committee wishes to monitor vehicles entering and leaving both valleys to assist Police, Council and Fire Service identify vehicles used in illegal activity (both with regards drag racing and other unlawful activity).
The Committee expects the installation of a CCTV at two locations will detect the following activities; unlawful criminal activity: ie. burglary, poaching, dumping stolen or unwanted vehicles and arson to stolen vehicles, property or bush; unlawful vehicular activity: ie. drag racing, burnouts. associated fuel leaks on rural roads; unlawful dumping of domestic and commercial rubbish; and to make available, on request, video images to Police, Council officers and Fire Service to assist them with any investigations and prosecutions of the above.

Consultation:
The Committee have had discussions with the local Police, Council and Fire Service and notified them of rural residents concerns about criminal or unlawful vehicular activity so they are aware of the CCTV and discuss possible additional measures, such as regular police patrols down rural roads.

Public notification:
The Committee have erected signs both near the CCTV cameras and at the perimeter of the CCTV system’s range (before individuals enter the range of the cameras) to notify people that cameras are operating.
The signs will make it clear that the Wainuiomata Community Rural Association owns and operates the CCTV system and will provide contact details of that agency.

Operation of system:
The system will be portable so it can be located at different sites to cover the exits of rural roads. It will be located at a site on Coast Road or Moores Valley Road
The Committee appoints Wayne Bentley, Committee member of the Association, as the operator of the CCTV. The system will operate 24/7 and will record and store images at a rate of no more than 1 minute before and after the detection of movement within predefined areas of the visual field.

How privacy impacts will be minimised:
Public walkways, footpaths and private residences in the visual field will be electronically blocked out to comply with any privacy issues and warning signs stating that the rural areas of Wainuiomata being entered by vehicles are under video surveillance. The images will be of full images of vehicle including registration plates . Under certain lighting conditions or factors beyond our control occupants may sometimes be imaged

The Committee will ensure that:                                              1: Only the named designated organisations will be granted access to the images on request                                               2: That requests by Association members (for example to assist with an insurance claim and it meets the criteria within this policy will be assessed by Wayne Bentley plus two of the following office holders: the Chair, the Secretary or the Treasurer.
Any requests for information will be recorded along with the decision of the office holders.

Storage and retention of images:
The Committee will ensure that CCTV images are protected from loss and unauthorised access, use, modification and disclosure.

The use of images collected:
The designated officers of the Committee (two of the following: the Chair, the Secretary and the Treasurer) along with Wayne Bentley will check CCTV images to ensure they are accurate, complete, relevant and not misleading before they are provided to a designated organisation. The Committee will ensure the images collected with CCTV cameras are used only for the purpose as stated in this plan and that only images relevant to the request and organisation will be released.

In relation to Hutt City Council:                                                 1: Dumping of commercial or residential rubbish.

Images of any vehicles that have been reported or seen in relation to dumping of illegal rubbish.

Images of any vehicles that has obvious signs of less load leaving surveillance area than when entering

Images of all vehicles within a time zone provided that an accurate time is established

2: Dumping of motor vehicles. (Non Criminal)

Images of any vehicles entering and leaving the surveillance area that were proceeding and/or preceding the abandoned vehicle.

Images of all vehicles within a time zone provided that an accurate time can be established

In relation to NZ Police :                                                            

Images of any vehicle or group of vehicles which may assist in the investigation of any criminal or traffic investigation

The CCTV footage is intended to disclose vehicle identification and registration numbers If footage includes images of individuals, the footage can be released to the designated organisation as long as the release meets the original purpose.

The Committee will not publicly disclose (publicly broadcast) any such image collected if an individual is identified unless the Committee has the consent of the individual(s) shown in the footage or unless the Committee has consulted the Police.

The policy of the Committee is that images can be provided, on request, to 3 designated organisations: The Police, Fire service and Hutt City Council.

The Police, Fire service and Hutt City Council have been informed of our policy and that any requests for CCTV images should be made in the first instance to the Secretary of the Association.

The request will be logged and assessed by Wayne Bentley plus two of the following office holders: the Chair, the Secretary and the Treasurer. As well as the name of the designated organisation, record will be kept of the date of the images, the reason for the request, the date of release, the date of return.

A log will be kept of all requests for the images and of the date the images are returned.

Should images be provided to the designated organisations (the Police, Fire Service and the Hutt City Council) the organisation will be required to provide information as to how the images are to be used and their privacy policy.

Audit and evaluation:
Wayne Bentley will collect statistics about the CCTV system to allow the Committee to assess its strengths and weaknesses.
After a year of operation and at regular intervals afterwards, the Committee will evaluate the operation of the system to determine its effectiveness and continuing viability. The Committee will also evaluate the original purpose.

The Committee will complete regular audits of the equipment and procedures to ensure the system is operating smoothly.

 

CCTV checklist for small businesses
